Enhancing gender diversity does not mean ignoring a candidate's core abilities and experience; it is about enabling hiring managers to include in their shortlist females who are at least as qualified as males. One impediment to this is the "Imposter Syndrome", an individual's belief that s/he is not qualified for the role they are in (or seek).
